On the first read, the thought of your comment "I wonder if regulation is the best approach to accelerate the move to consumer-facing mobile apps and APIs for downloading of EHR data and uploading of patient generated data" - As I have pondered that statement over the last week or so, I think that there maybe something there. Our agency is embarking on our next generation internally built EHR for our organization. It is being built on next generation technologies and modular API's. We are looking at the Argonaut project and figuring out how to build our base on FHIR. The challenge in 2015 as we all know is that lack of standard communication between disparate organizations.
